FAIRMONT, WEST VIRGINIA — Two people were arrested after a child who was reportedly locked in a second-floor room at a Fairmont home climbed out the window and fell.
The two individuals, identified as Victoria Frampton, 23; Anthony Grogg, 22, both of Fairmont, were in charge of 3-year-old on Sept. 17 when they “placed a child lock on the inside” of the 3-year-old child’s bedroom to “prevent [the child] from getting out,” according to a criminal complaint filed by the Fairmont Police Department.
