SHEBOYGAN FALLS, WISCONSIN - A criminal complaint is providing new details about the deadly drive-by shooting in Sheboygan Falls on Wednesday morning.

According to the complaint, the victim, Giovanni Michael Robinson, had gone out to a tavern with three others to celebrate after a golf event. They had Ubered to Sheboygan Falls and were looking for one back to their hotel, but couldn’t find one.

The complaint details police interviews with all three witnesses. They said that the group of them had then spoken with a Hispanic man completing a DoorDash order. He was described as around 5′8, 200lb, and in a black car. They tried to pay him in cash to get a ride back to their hotel, but began to walk away after they said the man wanted more money.

As they were walking away, the witnesses told police that a car drove past them, they heard what sounded like loud pops or firecrackers, and Robinson screamed and fell to the ground as the car then sped off.

According to the autopsy, Robinson was killed by a single gunshot wound to the middle of his chest.

Police say a car matching the one they were looking for was located by a sheriff’s deputy, which was registered to a Luis Cruz Burgos. Police also got further surveillance video from the night of the shooting and noted that a car seen speeding east on Monroe Street was similar to Cruz Burgos’.

According to the complaint, police then spoke with Cruz Burgos, who told them that he had been driving for DoorDash for nine months. He said the group had flagged him down and asked for a ride, but said they hadn’t talked about negotiating for one. He said they called him “stupid” and “flipped him off” as he drove away. Cruz Burgos also told police that he did a U-turn and passed the group again, but said that they all looked fine and he didn’t see anyone shoot a gun. He also told police he had no guns because he was no longer allowed to possess them following a 2019 domestic incident in Florida.

A date for Cruz Burgos’ initial appearance has not yet been set.
