Teen charged with murder of homeless man to stay in custody
ALBUQUERQUE, N.M. (KRQE) – One of the six teens accused of killing a homeless man, then driving to Santa Fe to beat up a pregnant woman, will remain in custody. Police said that in July, a 15-year-old and others were in a stolen car when they spotted 45-year-old Frank Howard at a bus stop near Menual Blvd. and Eubank. Police said Howard tried to run away, but the 15-year-old opened fire, killing the man.
Albuquerque man pleads guilty after fleeing, ramming police vehicles
Police said that the teens stole another car and drove to Santa Fe, where they beat up the pregnant woman. They were all arrested. The Bernalillo County District Attorney’s Office said they plan to try the 15-year-old, who is identified as Isaiah Salazar in the criminal complaint, as an adult.

ALBUQUERQUE, N.M. (KRQE) — A total of six teenagers have been charged in connection to the murder of an unhoused man in early July. The man, later identified as 45-year-old Frank Howard, was chased from a bus stop in the middle of the night before being fatally shot on July 2.
Three homeless people have been killed in Albuquerque since May
The following individuals have been arrested, according to APD:
Alexis Monrroy, 19
Isaiah Salazar, 15
Xavier Dimas, 16
Felicia Nguyen, 14
Santiana Martinez, 12
Christy Whiteface, 14
APD says Monrroy was with Salazar, Dimas, and Nyguyen in Santa Fe when they stole a black Hyundai and drove to Albuquerque. Upon getting to Albuquerque, the group picked up Martinez and Whiteface. Dimas told detectives they drove around, drinking alcohol for about an hour, when they spotted Howard at about 3:20 a.m. at a bus stop near Menaul Blvd and Eubank Blvd., N.E. According to APD, Dimas said the teens wanted to scare and fight Howard.
They started yelling at Howard while approaching him. Dimas and Salazar got out of the vehicle, further approaching Howard, while the others watched from the vehicle. Howard yelled at the kids and started running as Salazar threatened to shoot him.
“Dimas said he heard two gunshots as he and Salazar chased Howard. Dimas said he looked over his shoulder and saw the muzzle shots come from the area where Salazar was running. Monrroy also told detectives that he saw Salazar fire the handgun,” APD confirmed in a news release on Wednesday. “Howard was shot in the back. He fell in the northbound lanes of Eubank and died as a result of his wounds.”
According to APD, the group then stole a maroon Hyundai at a nearby apartment complex, and left the stolen black Hyundai from Santa Fe. The maroon Hyundai was abandoned later that morning off I-25 near Algodones. The vehicle was towed after being found by a Sandoval County deputy. Later on, APD detectives spoke with a man in the area, who said “three boys and three girls showed up at his home early on July 2.” The man said the teens told him the car broke down, and they asked for a ride to Santa Fe. The man, who worked in Santa Fe, gave them a ride in his truck then dropped them off at a community center.
Later on, detectives learned Santa Fe police officers had arrested the teens that morning at 8:47 a.m. near the Burger King at 3478 Zafarano Drive. That was over five hours after the Albuquerque shooting. “Santa Fe police officers were called to the Burger King where the teens were involved in a fight with a family that included a pregnant woman. One of the teens flashed a handgun,” APD stated in its news release. “Officers later recovered the handgun after detaining the teens. The three girls were charged by Santa Fe officers, but released. Two of the boys – Salazar and Dimas – were arrested on warrants and new charges related to the aggravated assault at the Burger King. They were booked into the Juvenile Detention Center in Farmington, and the firearm was tagged into evidence.”
Ballistics testing confirmed the firearm was used in the shooting that killed Howard. Arrest warrants for all six suspects were obtained on Aug. 6. Monrroy, a legal adult, and Salazar as well as Dimas, both juveniles, are being charged with an open count of murder, conspiracy to commit murder, and for the theft of the vehicles. Monrroy was charged with an additional five counts of contributing to the delinquency of a minor.
Martinez, Whiteface, and Nguyen are being charged with the auto thefts and criminal damage to property.
