SEATTLE, WASHINGTON — A Seattle man was arrested on suspicion of kidnapping and sexually molesting a 5-year-old girl in Tent City #3, a facility for homeless people run by the grassroots organization SHARE.
According to the Seattle Police Department, suspect Viengsavanh Boutdavong, 46, was apprehended at Tent City #3, located at 2720 South Hanford Street, on Friday.
According to Seattle Housing and Resource Effort (SHARE), Tent Cities are "portable, self-managed communities of up to 100 homeless men and women."
The organization says the Tent Cities are democratically organized, operating under a strict Code of Conduct which requires "sobriety, nonviolence, cooperation and participation," as well as having security workers on duty 24 hours a day.
According to charging documents, police were called to Tent City #3 on the night of Sept. 12 on the report of a man attempting to lure a child into his tent. Another resident saw this and instructed the child to return to her mother.
Upon arrival, officers learned that the child had returned to her mother. The girl and her mother are both residents of Tent City #3 and have been living there for around two weeks.
The girl later told officers that she had been touched inappropriately and said her private areas were in pain, then confirmed she had been "touched by someone else's private parts." The girl also told officers she had been touched both the day previously and on Sept. 12.
